How Do I Appeal a Sheffield Parking Fine?

Once the city sends you a Notice to Owner letter (or a postal PCN), you are given 28 days to make a formal appeal. If you challenge the PCN, the fine is put on hold until a decision on your appeal is made. The following are the steps to appeal:

  1. Contact the council either online or in writing to make a formal challenge
  2. Attach all relevant documentation or information, including the Penalty Charge Notice (PCN) number, contravention Code number shown on your PCN and vehicle registration number as shown on the PCN.

If your appeal is successful, you will receive a letter confirming this. If the appeal is rejected, a Notice of Rejection letter is sent to you stating that a full charge is payable within 28 days.

What Happens if I Ignore the PCN?

If the PCN is not paid or cancelled within the provided timeframe for appeal, the council may increase the charge and take debt recovery action. The council first sends you a Charge Certificate that increases the original full charge by 50%. At this stage, you no longer have the right to appeal and must pay the fine within 14 days. As the final effort for unpaid fines, the council may apply for a warrant to be issued. This is referred to as a Civil Enforcement Agent o recover the amount owed for the fine.
