According to the official Elder Scrolls Online site, your Craft Bag and its contents will still be accessible after you cancel ESO Plus. The caveat is that you won’t be able to add any more items — you’ll have to manually remove items from the bag until it’s below a certain limit before you can add new items.

As for currencies and progression, you’ll still be able to keep everything you’ve previously obtained from your ESO Plus subscription, and your stats won’t go down or reset after canceling.
