What Kind of Help Can I Find in Jackson?
This assistance is referred to as the Housing Choice Voucher Program (HCV), commonly known as Section 8.
If a family is approved for , it will be given a housing voucher that indicates it is eligible to receive extra money for a rental residence.
The word Choice in Housing Choice Voucher means the family may choose any housing it wishes, as long as it meets the requirements of the program (Housing Quality Standards, or HQS.) A family may select a single-family home, a condo, an apartment, a townhome, a mobile home, etc.
Is the Money Given Directly to the Family?
No, the assistance is known as a subsidy and it will be paid to the housing landlord directly by the Jackson Housing Authority (JHA) or other local agency authorized to do so.
The family is required to pay 30% of its adjusted gross income to the landlord, and the remaining amount of rent will be covered by the subsidy.
On the other hand, it is possible to use the voucher outside of local jurisdiction through a process called Portability.
How Does This Program Work?
The HCV works as follows:
- A voucher is issued to approved program participants
- As an approved participant, you may then begin searching for the housing unit of your choice
- Once a suitable unit is found, you need to reach an agreement with the unit's landlord and agree to the lease terms
- The Mississippi Regional Housing Authority (MRHA6) needs to perform an inspection of the residence and determine that the rent requested by the landlord is reasonable
- The contract rent (amount to be charged for the unit according to the lease) must be approved
- The tenant and owner are required to sign a lease containing the approved reasonable rent
- The owner must sign a Housing Assistance Payment contract with MRHA
- The landlord will receive two monthly rental payments – one from the participant and one from MRHA. The participant pays 30% of their income and MRHA covers the difference, up to a specified limit
- Landlords and participants will be given written notification any time there is a change to the amount of the tenant portion of the rent and amount of the subsidy portion
- If the change causes an increase to the tenant's portion, a 30-day written notice will be provided
