The serve as western Missouri's intake and processing center for new offenders. After being sentenced, the offender is sent to the Reception and Diagnostic Facility so that their specific needs can be assessed. The History Of Western Reception, Diagnostic, and Correctional Center

Western Reception, Diagnostic, and Correctional Center (WRDCC), is located in western Missouri in the city of Saint Joseph just north of Kansas City, Mo.

This facility officially opened in 1999 and it serves 30 counties in western Missouri. The grounds of this facility have a much longer history. It was built in 1874, opening in November of that year as State Hospital For The Insane #2. In 1992, the state hospital was moved to a new facility across the street. The buildings did not sit vacant for long. After the disastrous floods in 1993, minimum security prisoners from Western Missouri Correctional Center were moved to the facility to aid the community in recovering from the flood.

The Facility Now

This facility now houses the Reception and Diagnostics Unit, an inmate treatment unit, and two general population units. Newly sentenced offenders are assessed to determine where they will do their time based on their medical, mental health, and substance abuse treatment needs. Inmates are also assessed to determine their level of education, their vocational skills, and custody level requirements. The treatment unit is entirely dedicated to alcohol and substance abuse treatment.

Connecting With Inmates At WRDCC on Your Own

If you wish to connect with an inmate, you will need to know which facility they are located at and you will need their inmate identification number as well. These are the steps for locating an inmate and their identification number if they are incarcerated in the state of Missouri.

  1. Go online to the Missouri Department of Corrections (MODOC) website
  2. Enter the inmate's first and last name
  3. If the inmate is in a state facility this should tell you which one and their offender ID number.

If your offender is in a federal facility, you will need to go on the federal inmate lookup site. For county or city jail inmates, you will have to search for the inmate lookup for that area.

Visitation

If you wish to visit an inmate, you will have to submit an application. Upon approval, the inmate will let you know when you are able to come. Temporarily housed inmates are inmates at the facility for diagnostic purposes only. Permanently housed inmates are inmates serving out their time at the facility. Inmates are allowed a two-hour no-contact visit with up to two adult visitors.

  • Permanently housed inmates: Friday, Saturday, and Sunday 9:30 AM until 1:30 PM and 2:30 PM until 6:30 PM

Phone Calls

Inmates cannot receive phone calls but they can make them if they are not restricted. Phone calls must be made collect or using minutes they can purchase from the canteen. Inmate phone time is handled by Securus and you are able to add time for an inmate by making an account at securustech.net. All phone calls are monitored and inmates are not allowed to make toll-free calls or participate in three-way calls.

Mail

All mail is opened, inspected, and read prior to being delivered to the inmate. Be sure to familiarize yourself with the mail restrictions of WRDCC to ensure delivery.  When addressing inmate mail, you must include the inmate's name, inmate identification number, and housing unit if available.

Email And Sending Money

Both inmate email and money deposits must be made through JPay. When you make a deposit online, JPay charges $1.99 for every $10 deposited. To email or videogram the inmate, you will need to purchase virtual stamps. A one-page email will cost one stamp, but each attachment will cost an additional two stamps. Videograms can be sent to inmates, but not from them, for four stamps. Stamps cost $2.50 for 11, $5.00 for 22, or $12.50 for 55.
