Cumberland County City Dog Bite Laws

According to the North Carolina General Statutes, Chapter 67, Section 67-4.4, Cumberland County law holds the dog owner liable for dog bites and any other injury caused by their pets. You do not have to prove pet negligence if the injury is severe. 

It is illegal for dog owners to leave their pets unattended unless confined. It is also illegal to allow a dog to wander off the owner's property unless leashed or accompanied by a human. 

Violation of the dog laws is charged as a Class III misdemeanor, which calls for a 200 USD fine or an equivalent of 20 days in jail.

The dog-bite laws, however, do not apply if the dog in question is one of the following;

  • Law enforcement officer's dog on duty
  • Injuries sustained by a domestic animal, with the dog playing guard
  • Injury sustained by a trespasser on the dog owner's property 
  • Dog in self-defense stance; from abuse or violation to the proprietor

What to Do if You've Been Bitten by an Animal in Cumberland County

If you're the victim of a dog bite in Cumberland County, you should report to the county's health department or the CCAS within the first 24 hours of the injury. You should be able to identify the attacking animal. 

The animal officers will put the attacking dog or the injured one in quarantine for ten days minimum for the bite.

1. Report Your Animal-Related Injury via Phone Call to CCAS

Call CCAS helpline at 910-323-1141 to file a complaint. Give clear information to the officer on the receiving end and provide the following details:

  • The type of injury
  • The cause of the injury
  • The location where the incident took place
  • How the incident occurred
  • Any other information pertinent to the injury

If the call directs you to a voicemail, leave the following details:

  • Your name
  • Address
  • Contact
  • Nature of your complaint
  • Animal's owner address (if  known)

One of the animal officers or customer service representatives will get back to you once your message is reviewed.

2. Report Your Animal-Related Injury In-Person

Visit the animal control offices located at 4704 Corporation Drive, Fayetteville, NC 28306. The office receptionist will direct you to an animal officer who will help you file your animal injury complaint.

Give all the information to the officer as prompted. After recording your case, the officer might ask you to accompany him to the owner of the dog for further assessment.
