Everything You Should Know About the Crime Victims Compensation Fund in Missouri

The Missouri Department of Public Safety’s Crime Victims Compensation Fund receives money from the felony fees and the Victims of Crime Act (VOCA) grant.

The Fund helps numerous crime victims by distributing allocation to three different programs:

  1. Crime Victims Compensation Program (CVC)
  2. Sexual Assault Forensic Examination Program (SAFE)
  3. Child Physical Abuse Forensic Examination Program (CPAFE)

Crime Victims Compensation Program (CVC)

The CVC Program covers the crime-related expenses of:

  • Individuals who suffered physical and mental trauma
  • Family members if the victim passed away as a result of a crime

The maximum compensable amount is $25,000. The program is considered a “last resort,” which means that it will reimburse the costs that your other collateral sources don’t cover. Some of the collateral sources are:

  • Insurance
  • Crowdsource fundraising platforms
  • Restitution
  • Medicaid or Medicare

Sexual Assault Forensic Examination Program (SAFE)

The Sexual Assault Forensic Examination Program helps sexual assault victims by covering their forensic exam costs.

As opposed to the CVC, the SAFE program is considered a “first resort.” This means that the service provider should bill the examination charges to the program as the primary payer. The charges can also be billed to the victim’s health insurance provider.

Child Physical Abuse Forensic Examination Program (CPAFE)

The CPAFE program covers the expenses of the fee charged by SAFE-CARE providers for:

  • Performing a forensic examination
  • Providing a case review

This program is also a “first resort.” SAFE-CARE providers can bill the charges to the CPAFE program only, within 90 days of the exam.

Since the SAFE and CPAFE programs don’t cover all of the costs, victims can apply for the CVC program as well.
