2. Contacting an Inmate by Phone
Offenders can make calls through GTL/OffenderConnect, a phone service provider. Outgoing collect calls are charged to your account while the inmate pays for debit calls. You have to open an account with GTL to receive prison calls. You can do this on their website or by calling 1-800-483-8314. The inmate can only have a maximum of 10 numbers on their contact list, excluding legal numbers. The staff monitor all calls between you and the inmate.
3. Sending mail
The Central Reception and Assignment Facility allows a limitless amount of correspondence through the mail with inmates allowed over 80 postage stamps which they can purchase from the commissary. All mail is opened, read, and inspected for contraband, except for legal mail. Apart from letters, you can also send "4x6" photos, although they should not contain nudity.

How to Send Packages to Central Reception and Assignment Facility Inmates
