What Does APS Bill Me For?

APS offers three different plans that you can choose from based on your energy habits:

  1. Fixed Energy Charge
  2. Time of Use Weekdays
  3. Time of Use Weekdays with Demand

The charges you see on your statement will depend on which plan you are on.

Fixed Energy Charge

On this plan, the amount you are charged per kilowatt-hour stays the same no matter what time of day it is. Your bill will have at least two line items on it: a Basic Service Charge and an Energy Charge. Both of these are bundled charges that can be further broken down. The Basic Service Charge is applied daily and includes four categories:

  1. Customer Accounts Charge
  2. Metering Charge
  3. Meter Reading Charge
  4. Billing Charge

The Energy Charge is where you can decrease your bill by reducing your usage. The charge is a bundle of four amounts:

  • System Benefits Charge
  • Transmission Charge
  • Delivery Charge
  • Generation Charge

The generation charge varies by tier. As a customer, you fall into one of three tiers based on your monthly energy usage. In addition to these two items, you may see additional charges like

  • Renewable Energy Adjustment Charges
  • Power Supply Adjustment Charges
  • The  Environmental Improvement Surcharge

Time of Use Weekdays

Customers on the Time of Use plan are charged different energy rates by season and time of day. Your bill will still have the Basic Service Charge, but the Energy Charge is broken into peak, off-peak, and super off-peak times. Rates differ between winter and summer. APS defines winter as November through April. Peak times are 3 pm - 8 pm Monday to Friday, so avoiding energy usage during these hours will keep your bill lower. Peak hours are expected to shift to 4 pm - 7 pm in 2022.

Time of Use Weekdays with Demand

The Time of Use with Demand plan builds on the Time of Use plan by adding a Demand Charge to your bill for usage during peak times. This Demand Charge is for your highest hour of usage during peak hours over the last month.

Can I Pay My APS Bill Late?

Customers who make late payments will be charged an additional 1.5% of the payment due per month that the payment is past due. In addition to the extra charge, you may be worried about your power getting disconnected, but APS will not immediately disconnect you for a single missed payment. The consequences of a past due balance vary by the calendar month and the amount you owe. APS does not disconnect power between June 1 and October 15, so they also do not charge late fees during this period. Power will also not be disconnected for customers who owe less than $300.

If you have more than $75 past due, you may qualify for a payment arrangement with APS. Payment arrangements can be anywhere from one month to twelve months long. You may enroll online unless

  • Your last payment was declined for insufficient funds.
  • You are enrolled in Budget Billing.
  • You are ending your APS service and receiving your last bill.
  • You have violated the terms of a payment arrangement once in any 90 days or more than four times in 12 months.

If you do not qualify for online enrollment, you can contact APS at 602-371-7607. When you receive your next bill, you will see your most recent charges followed by a line item for your payment arrangement. If you are already enrolled in a payment arrangement and cannot pay the balance that is due, contact APS to ask for an adjustment to your plan. If you do not pay or call to notify APS, the arrangement is considered broken.

Adding Flexibility to Your APS Bill

Budget Billing

If you do not have past-due charges and are not on a payment arrangement, you can enroll in Budget Billing for a more predictable monthly payment. Budget Billing allows you to pay the same amount every month based on your usage history. Your account is regularly reviewed to get an accurate average monthly usage, but your payment will not change more than once a quarter.

Financial Assistance

APS works with several programs to help customers make their payments:

Crisis Bill AssistanceReceive up to $800 per year if you experience a loss of income or have a large unplanned expense
Project ShareA partnership with the Salvation Army, you can get a one-time payment of up to $300 for a decrease in income or increase in expenses.
